- In a bowl, combine flour, sugar, cocoa, salt and baking soda. Whisk until combined
- Add in water, oil, vinegar and vanilla and mix well.
- Fill cupcake pans lined with paper liners about 1/3 to 1/2 full with chocolate mixture. Set aside
- In a medium bowl, beat softened cream cheese until smooth.
- Add sugar and egg and salt and beat until smooth and creamy and well combined.
- Fold in chocolate chips
- Top each of the chocolate cupcake mixtures with 2 tsp of cream cheese mixture.
- Bake at 350 for 30-35 minutes.
